On Dynamic Post Boosting campaigns, users are unable to assign / unassign creatives or ad sets since this is being managed by Adphorus platform. When a DPB campaign is not delivering, if the post to be shown as an ad is in pending review meaning the approval process still continues, that would be the primary reason of no delivery. 

If you've already checked that and the campaign is not delivering even though the ads are active, then you should contact with your Customer Success Manager.
